Rabigh Independent Water, Steam and Power Project is owned and operated by Rabigh Arabian Water and Electricity Company, a joint venture between ACWA Power, Marubeni Corp, JGC and Petro Rabigh.

The second phase of the expansion project:

Phase II involves the expansion of the existing power, steam and water supply plant using steam turbines for desalination, fired by heavy fuel oil, in the reverse osmosis plant. Phase II is currently being established as a stand-alone project, but has been integrated into Phase I of the project after Phase II reaches the commercial start date.
